A vessel must be operated in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. Emergency escape hatch deck ring fractured and broke creating an approximately 3 inch by 1 inch area of free communication to the interior of the vessel. Hatch is located on main deck, starboard side of vessel just forward of embarkation station. Temp repair made by installing a plate over the entire hatch. Permanent repair to be made by next credited dry dock/internal structural exam (31OCT2027). Passengers are prohibited from accessing spaces serviced by the inoperable secondary escape route. Vessel personnel may access spaces serviced by inoperable secondary escape route only for short periods of time and only when entry is authorized by the vessel master.
