Vessel reported loss of 70% of rudders. Vessel authorized to transit from Stone Fuel to FMT Shipyard to undergo permanent repairs. Repair to full steering capability, to the satisfaction of the TPO and attending marine inspector. 46 CFR 143.205(a)
