Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. The ship's crew was unable to start the vessel's free fall lifeboat engine.

Resolution: Reviewed NAV and ENG maintenance records, video from 13APR24 of a successful test. The battery charger was not turned back on after testing the previous day. C/e charged the battery, PSCO conducted a 2nd and 3rd test with successful outcome.
