During transfer operations, a vessel with inerted cargo tanks discharging cargo to a receiving vessel with inerted tanks must have oxygen analyzer within a sensor within 3-meters. Vessel reported an inoperable oxygen sensor for vapor monitoring unit. Def must be rectified prior to cargo operations. 46CFR39.4003(a)(2)
