0635-Launcg arrgmt for rescue boats-Launching appliance shall not depend on any means other than gravity or stored mechanical power which is independent of the ship's power supplies to launch rescue boat it serves. PSCO observed stored mechanical energy for rescue boat davit was an air bottle. Air bottle had insufficient air pressure to swing davit.
