Before the ship leaves port and at all times during the voyage; all life-saving appliances shall be in working order and ready for immediate use. PSCO observed the lifeboat unable to perform a port and straboard steering test. Upon further inspection, the hydraulic hose connected to the helm pump had wastage causing it to leak and drain the pump. Crew unsuccessfully tried to patch the hose.
Action required: 17 - Rectify deficiencies prior to departure

The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, means shall be provided to control leaks of flammable liquids. PSCO observed an active leak of one drip a second on the number 2 SSDG, coming from the return line by the number 6 injector. Additionally, the leak on the number 1 SSDG return line under the number 3 injector was observed.

The function of fixed fire detection and firem alarm systems shall be periodically tested to the satisfaction of the administration. Vessel's crew was unable to properly operate equipment to test the flame/heat detectors onboard.
