If the vessel's radr stops operating properly, the person directing the movement of the vessel must report or cause to be reported to the nearest captain of the port as soon as possible. An inoperable radar was not reported until afte rthe vessel had entered and transitted the port of Hampton Roads. 33CFR 164.53(b)
