The remote quick acting manual shutdown shall be installed on the engine so as to provide a quick and effective means of stopping the engine. Marine Inspector observed Prime Mover emergency shutdown inoperable. Vessel shall enact permanent repairs to the satisfaction of the Coast Guard prior to cargo operations. 46 CFR 32.50-35(a)

Resolution: Replaced seals on Emergency Shutdown for air intake. Tested satisfactorly.

All installations shall be of marine type engines suitable for the intended service. Cargo pump prime mover was not able to start while conducting operational test. Rectify prior to using prime move for transfer operations.
