At each initial and subsequent inspection for certification and reinspection the marine inspector shall examine and test the main and auxiliary steering apparatus to the extent necessary to determine that its condition is satisfactory and that it is fit for the service intended. The main and auxiliary steering apparatus shall be tested by operation and the inspector shall examine the mechanism thereof throughout its length. USCG Marine Inspector found the steering ram’s base plate to be loose when operated.
