01 - THE CONDITION OF THE SHIP AND ITS EQUIPMENT SHALL BE MAINTAINED TO COFORM TO THE PROVISIONS OF THE PRESENT REGULATIONS TO ENSURE THAT THE SHIP IN ALL RESPECTS WILL REMAIN FIT TO PROCEED TO SEA WITHOUT DANGER TO THE SHIP OR PERSONS ONBOARD. THE VESSEL'S REFER MACHINERY COOLING WATER PUMP WAS DISCOVERED TO HAVE AN EXTENSIVE AND SUBSTANTIAL SEA WATER LEAK AT THE PACKING GLAND WHILE ENERGIZED, THE VESSEL IS UNABLE TO REPAIR THE PACKING GLAND DUE TO INOPERABLE SEA WATER INTAKE CLOSURE DEVICE. - 74 SOLAS (14) CH 1/11(a)
