THE VESSEL'S REFER MACHINERY COOLING WATER PUMP WAS DISCOVERED TO HAVE AN EXTENSIVE AND SUBSTANTIAL SEA WATER LEAK AT THE PACKING GLAND WHILE ENERGIZED, THE VESSEL IS UNABLE TO REPAIR THE PACKING GLAND DUE TO INOPERABLE SEA WATER INTAKE CLOSURE DEVICE. - 74 SOLAS (14) CH 1/11(a)
