When Conducting inspection of STBD Cargo engine found Electrical control Panel hanging and electrical wire exposed. MI closed the door and the screen to the control panel shut off and engine remained running. Must be made Electrically safe to resume operation.

The COFR Operator of a vessel must establish and maintain (or cause to be established and maintained) evidence of financial responsibility acceptable to the Director using any one of the methods specified in § 138.110, in an amount equal to or greater than the total applicable amount determined under § 138.100 and, in the case of a financial guarantor, as further provided under § 138.110(c)(2) (aggregation of total applicable amounts). The evidence of financial responsibility required by this paragraph must be: (1) Established as of the date they become a responsible party; and (2) Continuously maintained for so long as they remain a responsible party. Vessel has been operating without a valid COFR for three weeks. Cargo was transferred on Dec. 27, 2022.

The sidelights of vessels 20 meters or more in length shall be fitted with matt black inboard screens. Port and starboard inboard screens were observed to be lacking sufficient amount of paint to meet requirement. Port and starboard inboard screens must be painted matt black. 33 CFR 84.05(a)

Each battery tray must be chocked to prevent movement. Battery boxes for prime movers were not secured. Battery boxes for prime movers must be secured to the deck to prevent movement. 46 CFR 111.15-5(d)

The cargo handling equipment shall be maintained by the tank vessel's personnel. Port side prime mover gauges were observed to be inoperable. Port side prime mover gauges must be returned to operational condition. 46 CFR 35.35-70

Transfer procedures need to be updated in accordance with 33CFR155.750(a)

Provide documentation on annual drills and exercises.
