In tankers a system for continuous monitoring of the concentration of hydrocarbon gases shall be fitted. When the hydrocarbon gas concentration reaches a pre-set level, which shall not be higher than 10% of the lower flammable limit, a continuous audible visual alarm signal shall be automatically effected in the pump room, engine control room, cargo control room, and Navigation Bridge… PSCO observed crew unable to get alarm when testing fixed gas from pump room. Additionally, when testing the sensor in the cabinet for the fixed gas system there was no audible alarm in CCR. 74 SOLAS (14) II-2/4.5.10.1.3 17ac

The purpose of that regulation is to prevent the ignition of combustible materials or flammable liquids. Means shall be provided to limit the accumulation of flammable vapors. PSCO observed a 5 gallon bucket collecting oil from the generators crank case exhaust. Cite: 74 SOLAS (2014) II-2/4.1.1

Action required: 10 - Deficiency Rectified
Resolved 8 February 2020
Resolution: The Chief Engineer, removed the bucket collecting the oil and placed devices on the machinery to prevent further leakage.
