PSCOS WERE INFORMED BY THE CREW THAT THE HIGH LEVEL ALARM FOR THE #1 SETTLING TANK TANK WORKS INTERMITTENTLY, AND THE HIGH LEVEL ALARM FOR THE FUEL OIL OVERFLOW TANK IS INOPERABLE. THE MALFUNCTIONING ALARMS RESULTED IN A DISCHARGE OF HEAVY FUEL OIL INTO THE WATER IN A FOREIGN PORT. ADDITIONALLY, THE CREW STATED THAT ALL HIGH LEVEL ALARMS FOR THE FUEL TANKS DO NOT FUNCTION PROPERLY.
