PSCO observed 1/2" spacing on the #4 cargo hold pad while cleats were tightened down. Could not complete deck walk due to onload of ammonium nitrate. Verify all cargo holds. ICLL 14.1 17ac

PSCO found maintenance logs indicating davit accumulator had been inspected 16FEB19 and instruction manual requires a monthly pressure check of accumulator within a range of 10-21 MPA with oil added if below 18 MPA.
