For the purpose of this regulation, the requirements of the code shall be treated as mandatory. The company should establish the procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the company.PSCO discovered the ship did not have SMS procedures for the maintenance of the flame detectors. Due to the absence of procedures for checking the flame sensors to prevent fire detection and suppression on board. An internal audit is required to be conducted within 90 days.

The function of fixed fire detection and fire alarm systems shall be periodically tested to the satisfaction of the Administration by means of equipment producing hot air at the temperature, or smoke or aerosol particles having the appropriate density or particle size, or other phenomena associated with incipent fires to which the detector is designed to respond. PSCO observed crews used open flame lighter to test flame sensors.
