PSCO's observed 05 EX proof light fixtures with severely damaged casings.

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Vessel reported to the USCG that the vessel's main engine servo pump failed causing an inability for the main engine to maintain the desired RPM. Vessel must ensure the main engine servo pump is repaired/replaced, operating properly, and the main engine is operating satisfactorily maintaining the desired RPM for safe navigation prior to transiting beyond breakwater on the Delaware Bay.

All lifesaving appliances and arrangements shall comply with the applicable requirements of the code. The engine shall be capable of operating for not less than 5 min after starting from cold with the lifeboat out of the water. The vessel's lifeboat engine cannont operate for 5 minutes after starting. 74 SOLAS (14) III/34; LSA Code 4.4.6.3.

Resolution: Vessel's engineering crew identified a failure of the throttle control spring for the freefall lifeboats marine engine as causing the engine to be unable to maintain operation for 5 minutes. Repairs made, 3 starts perfomed, and engine run for 5 minutes.
