No person may transport a hazardous material in commerce unless the hazardous material is transported in accordance with applicable requirements of this subchapter, or an exemption or special permit, approval, or registration issued under this subchapter or subchapter A of this chapter. Vessel transports hazardous material in the form of camp sotve fuel brought on by passengers. Vessel must fully comply with the applicable requirements of 49 CFR 171-176 or apply for a special permit under 49 CFR 107.

All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from machinery failure, and personnel injury. The owner or managing operator shall submit drawings, sketches, or written specifications describing the details of any proposed alterations to the cognizant [name withheld] alterations must be approved by the OCMI before work is started. During the inspection it was discovered after speaking with the vessel's Captain that there was fracturing (into the aluminum plate) at the steering ram mounts on the port and starboard steering systems. Diagnose & have repair report w/ photos submitted to attending Marine Inspector.

Tubular gauge glasses, if fitted to diesel fuel tanks, must be of heat resistant materials, adequately protected from mechanical damage, and provided at the tank connections with devices that will automatically close in the event of rupture of the gauge or gauge lines. Sight glasses are located on fuel tanks with valves located at the top and bottom of the sight glass. These valves shall remain closed when tank level readings are not being taken. Incorporate the closing of these valves into existing written procedures and provide procedure to attending Marine Inspector.

Each disposable hydrostatic release unit (HRU) must be marked with an expiration date of two years after the date on which the unit is installed. Markings on port and starboard Inflatable Buoyant Apparatus' (IBA's) HRU were non-existent or unreadable. Replace with properly marked HRU's to manufacturer specifications, or provide proof of the date HRU's were installed on port and starboard IBA's coinciding with serial number on HRU. Make satisfactory to attending Marine Inspector.

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Except when in the judgment of the cognizant OCMI the operation of a vessel does not present one of the hazards listed, the emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in §185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. Vessel must update emergency procedures as communicated during vessel's annual inspection to address the particular equipment, arrangement, and operation of the vessel.

Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. Waterlight was found secured to ring buoy with line and wire tie. Make waterlight installation satisfactory to attending Marine Inspector.

Each survival craft must be stowed so that when the vessel sinks the survival craft floats free and, if inflatable, inflates automatically. Float free configuration was not installed correctly on port or starboard IBA. Corrected float free configuration on the spot to the satisfaction of attending Marine Inspector.

Each vessel certificated to operte on an oceans route must be provided with inflatable buoyant apparatus (IBA) of an aggregate capacity that will accomodate at least 100% of the total number of persons permitted on board. One (01) IBA was removed for servicing leaving one (01) 100-person IBA remaining. Total persons permitted on board is reduced to one hundred (100), to include three (3) crew and ninety-seven (97) passengers.

EPIRB battery expired. Provide EPIRB with current battery, NOAA registration, properly mounted in a float free arrangement.

Install chafing gear to protect damaged hydraulic hose (marien transmission).
