Cargo ships shall carry at least one rescue boat complying with the requirements of section 5.1 of the code. ...All rescue boats shall comply with the requirements of paragraphs 4.4.1 to 4.4.7.4. The engine shall be capable of operating for not less than 5 min after starting from cold with the lifeboat out of the water. PSCO observed when rescue boat was engaged, it shut off. PSCO found inoperable battery charger on emergency generator with non class approved charger improperly mounted and wired.
