07124 - The function of fixed fire detection and fire alarm systems shall be periodically tested to the satisfaction of the Administration by means of equipment producing hot air at the appropriate temperature, or smoke or aerosol particles having the appropriate range of density or particle size, or other phenomena associated with incipient fires to which the detector is designed to respond. PSCO observed that the crew was unable to properly test the flame detectors as per the manufacturers recommendations. Additionally one of the detector was never tested due to its location on top of the ME.

13199 - After any survey of the ship under regulations 7, 8 , 9 or 0 has been completed, no change shall be made in the structural arrangements, machinery, equipment and other items covered by the survey, without the sanction of the administration. PSCO discovered a full barrel of cylinder oil which was rigged to gravity feed the main engine cylinders, the same barrel had a rubber hose connected to a pneumatic pump which was temporary modified and attached to a oil line. The whole system has been rigged up for over a year.

When the PSCO asked the crew to start the outboard engine of the rescue boat the crew was unable to start engine. PSCO allowed crew to try to start engine for over 5 minutes with no success. Resolution: Received class report from NKK stating the def was rectified. The vessel verified that since the vessel's keel laid date was on 2 March 2010, they are not required to comply with the regulation because the lifejackets were not replaced since 1 July 2010.
