74 SOLAS (2009) II-2/11.6.1 The venting arrangements shall be so designed and operated as to ensure that neither pressure nor vacuum in cargo tanks shall exceed design parameters and be such as to provide for small and large volumes of vapour. PSCO noted the pressure relief valve serving tank # 1 Port, #2 Port and #3 Starboard were stuck in the closed position and the crew were unable to demonstrate free movement of the pressure release until the completed maintinance to free the ball from the seat.
