The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. Means shall be provided to control leaks of flammable liquids. PSCO discovered a fuel oil leak on the fuel oil piping system leading into the main engine. The engineering crew was using a plastic bottle to collect the leaking oil.

Oil tankers of 150 gross tonnage and above shall be equipped with an oil discharge monitoring and control system approved by the Administration. The vessel's crew could not properly test the operational readiness of the onboard Oil Discharge Monitoring Equipment. All cargo slop tank discharges must be discharged to a reception facility until ODME is operable and deficiency is rectified.

At least one search and rescue locating device shall be carried on each side of every cargo ship of 500 GT and upwards. The batteries for the above mentioned appliances were found to be expired with no spare batteries onboard. 16c
