PSCO observed 04 error codes on the ship’s VDR that had not been reported. 74 SOLAS (20) I/11(c)

Before ship laves port and at al times during the voyage all lifesaving appliances shall be in working order and ready for immiediate use. Crew is unable to start rescue boat outboard engine. Crew removed spark plugs prior to inspection, resulting in inability to start.
