Except as provided in chapter 37 and section 3505 of this title, a foreign vessel of a country having inspection laws and standards similar to those of the United States and that has an unexpired certificate of inspection issued by proper authority of its respective country, is subject to an inspection to ensure that the condition of the vessel is as stated in its current certificate of inspection. A foreign country is considered to have inspection laws and standards similar to those of the United States when it is a party to an International Convention for Safety of Life at Sea to which the United States Government is currently a party. A foreign certificate of inspection may be accepted as evidence of lawful inspection only when presented by a vessel of a country that has by its laws accorded to vessels of the United States visiting that country the same privileges accorded to vessels of that country visiting the United States. Vessel's documentation does not meet the requirements in the bilateral agreement between United States and Canada. Vessel must comply with international regulations or reciprocity requirements per the bilateral agreement.

Each conductor of a control, interlock, or indicator circuit must be disconnected from all sources of power by a disconnect device actuated by the opening of the controller door. The HFO and MGO purifier controller interlocks were not functioning properly, allowing the controller doors to be opened without securing power to the controller.

The number of pounds of carbon dioxide (CO2) required for each space shall be appropriate for the space. The purifier room is protected by a CO2 extinguishing system. Both fire doors accessing the purifier room were secured in the open position, increasing the required quantity of CO2 to effectively extinguish a fire in that space.

At each inspection for certification and periodic inspection, the inspector shall examine the tank tops and bilges in the machinery spaces to see that there is no accumulation of oil which might create a fire hazard. Oil was noted leaking through an engine room deck drain below the STBD generator, onto a heating furnace, causing a fire hazard. Excessive oil was noted throughout the engine room to include 03 buckets in the purifier room, oil covering the deck under the STBD generator, oil soaked cardboard installed as a shroud around a generator coupling, and vacuums with oil in them. 01-Other-On 01NOV16 LR on behalf of TC conducted a survey of the vessels fire control plan during which time the Emergency Escape Door (D191) was found functioning. The Emergency Escape Door (D191) was warped not meeting A-60 self closing standards. 33USC1223
