99101 - The PIC of any vsl equipped w/ ballast tanks that operates w/in US Waters must maintain a Ballast Water Management (BWM) plan that will allow those responsible for the implementation of the BWM Plan to understand and follow the the BWM Plan and comply with the requirements of 33CFR151 Subpart D. Vsl's NBIC report indicated untreated ballast water was intended for discharge at Baltimore, MD. The vessel's BWM plan failed to include updated US requirements and stated that "Treatment systems are NOT APPLICABLE to this vessel" 33CFR151.2050(g)
