PSCO observed substantial jacket water leaks on all 06 cylinders on the main engine.

All life-saving appliances and arrangements shall comply with the applicable requirements of the code. The engine shall be provided with either a manual starting system, or a power starting system with two independent rechargeable energy sources. The engine starting systems and starting aids shall start the engine at an ambient temperature within 2 min of commencing the start procedures.
