Such manufacturers’ manuals and instructions should be accessible for everyone on board and observed and followed closely during drills At time of inspection vessel did not have a manufacture's instruction manual for safe lifeboat launching and recovery operations so that the life boat can be safely launched and recovered as required by 74 SOLAS (2020 Cons.) III/19.3.3.4.
