Means shall be provided for recharging all engine starting, radio and seachlight batteries. Radio batteries shall not be used to provide power for engine starting. Means shall be provided for recharging lifeboat batteries from the ship's power supply at a voltage not exceeding 50V which can be dissconnected at the lifeboat embarkation station, or by means of solar battery charger.
The battery charger on the lifeboat is inoperable.

Each emergency generating set arranged to be automatically started shall be equiped with starting devices approved by the administration with a stored energy capability of at least three consectutive starts. A second source of energy shall be provided fro an additional three starts within 30 min. unless manual starting can be demonstrated to be effective.
Battery is defective and will not allow automatic start upon loss of power.

A reserve source or sources of energy shall be provided on every ship, to supply radio installations, for the purpose of conducting distress and safety radio communications, in the event of failure of the ship's main and emergency sources of electrical power. The reserve source or sources of energy shall be capable of simultaneously operating the VHF radio installation required by regulation 7.1.1 and, as appropriate for the sea area or sea areas for which the ship is equipped, either the MF radio installation required by regulation 9.1.1, the MF/HF radio installation required by regulation 10.2.1 or 11.1, or the inmarsat sihp earth station required by regulation 10.1.1.
Terminals from batteries were disconnected and not properly insulated. This condition could lead to sparking and arcing and danger to the crew.

A crach was found in the upper right hand corner of an A60 boundry doorway from store room to engine control room.
