Each ship subject to subpart T of this part must have on board an officer or member of the crew who holds a marine radio operator permit or higher class license. Both captain and deckhand do not possess a radio operator permit. 46 CFR 80.161

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts dated no older than 6 months. 46 CFR 184.420

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. Vessel using first aid kit meeting 160.041, missing assorted gauze pads and analgestic medication. Expiration on outside of first aid kit needs to be updated to meet ISO 18813. All content must fit in a watertight container.

(a) As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (4) Tide tables; and (5) Current tables, or a river current publication issued by the U.S. Army Corps of Engineers or a river authority. Vessel missing both tides and current tables. Vessel rep corrected on the spot.

(c) When operating a vessel on a body of water where the discharge of untreated sewage is prohibited by the Environmental Protection Agency under 40 CFR 140.3, the operator must secure each Type III device in a manner which prevents discharge of sewage. Acceptable methods of securing the device include— (1) Closing each valve leading to an overboard discharge and removing the handle; (2) Padlocking each valve leading to an overboard discharge in the closed position; or (3) Using a non-releasable wire-tie to hold each valve leading to an overboard discharge in the closed position. MI discovered sewage discharge valve in the open position. Discussed vessel operations with vessel rep and determined the vessel has a holding tank, and vessel stays within 3 NM of shore at all times. Instructed vessel rep to secure discharge valve to prevent overboard discharge. Vessel rep corrected on the spot.

A propulsion engine control system, including pilothouse control, must be designed so that a loss of power to the control system does not result in an increase in shaft speed or propeller pitch. Vessel completed a M/E re-power that includes a electronic throttle control system. Propulsion system to be tested with a MI present prior to passengers. 46CFR184.620(c)

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Vessels EPIRB battery has expired. Renew battery with oem battery or replace vessels EPIRB. 46 CFR 180.64

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible, U.S. Coast Pilot [name withheld] List and Current tables. Current tables were only provided electronically and CG Light List was missing. Provide appropriate charts & nautical publications for area of operation. 46 CFR 184.420 – 16c

The Certificate of Inspection and any SOLAS Certificates must be posted under glass or other suitable transparent material, such that all pages are visible, in a conspicuous place on the vessel where observation by passengers is likely. If posting is impracticable, such as in an open boat, the certificates must be kept on board in a weathertight container readily available for use by the crew and display to passengers and others on request. 46 CFR 176.302

Vessel's FCC Safety Radiotelephony Certificate was expired. Renew FCC certificate prior to carrying passengers.

Provide update tides table onboard.

Replace expired battery for the lift ring buoy light prior to operating at night low visibility

Replace expired orange smoke flares on board vessel

Drills were not conductedduring the inspection. Conduct Fire and man overboard drills in the presence of the attending CG Marine Inspector prior to carrying passengers.

Provide up to date charts and publications IAW 46 CFR 184.470.
