Each liferaft or group of liferafts shall be stowed with a float-free arrangement complying with the requirements of the code so that each floats free and, if inflatable, inflates automatically when the ship sinks. PSCO observed 02 port side inflatable liferafts not in a float-free arrangement due to painter lines not connected to the weak link on the hydrostatic release unit.

Oil filtering equipment referred to in paragraph 2 of this reg. shall comply with paragraph 6 of this reg. in addition, it shall be provided with alarm arrangement to indicate when this level cannot be mainained. PSCO observed OWS oil content meter unable to function due to contaminated fresh water supply. As a result OWS content meter goes into overload alarm instantly. System shall not be used in US Waters until deficiency rectified. MARPOL 73/78 ANNEX 1/14.
