The high level alarm required by paragraph (a) of this section must; alarm before the tank overfill alarm but no lower than 95% of tank. Be identified with high level alarm in 2” black letters on white background and have audible and visible alarm indications that can be seen and heard on the vessel where cargo transfer is controlled. The vessel has a high level audible and visual alarm on deck (although not required for high level) is not functioning as designed and installed. 46CFR39.2007(a) and (c)
