Vessel did not have the Vapor Control System (VCS) piping ready for internal inspection, as required annually, per 46 CFR 39.2014(b). Nor was there any documentation attesting that the piping had been inspected satisfactorily within the past year. Vessel is to make the VCS piping available for internal inspection by a USCG Marine Inspector.
