14105-Pollution Prevention - After any survey of the ship under paragraph 1 of this regulation has been completed, no change shall be made in the structure, equipment, systems, fittings, arragements or materials covered by the survey, without the sanction of the administration, except the direct replacement of such equipment and fittings. Vessel modified bilge piping arragements, specifically non-return valve 027VPG in the bilge piping sytem to allow the direct overboard discharge of oily bilge water. MARPOL 17 Annex I, Reg. 6.4.2

The company policy states, "under no circumstances modifications are to be made to the bilge pumping system or oily water separator that may by-pass operation of separator". The Chief Engineer directed members of the engineering department to manipulate non-return valve (#027 VPG) and interconnect valve (#013 VPG) to discharge the contents of the bilge tank directly overboard utilizing the general service/bilge ballast pump. Recommend external ISM audit. - 74 SOLAS 14 con. IX/3.1 & ISM Code A/2.2
