Ships crew discovered and reported the presence of methane being introduced into the STBD type "C" LNG tank annular space, (This is second leak within the annular space still Jan 23) and the annular space vacuum is decreasing (Losing vacuum). Vessel is required to remove all LNG from the port and starboard LNG type "C" tanks, gas-freed/inert tanks (Procedure must provide and approved prior to commencement), and provide an updated repair proposal for this event.
Additionally, the vessel is prohibited for LNG operations to include bunkering until repairs are made to the satisfaction of the USCG Marine Inspector and class (ABS).

The Starboard LNG type "C" tank and annular spaces has been gas freed/inerted, and currently in an Nitrogen state. The following action must be taken until the tank is "safe for entree" to determine the actual cause/s of CH4 into the annular space :
1) Adhere to TOTE's vessel Starboard LNG type "C" tank and Annular Space Condition Sea Plan dated 28 Feb 2023.
2) Provide updates regarding the Starboard LNG type "C" tank and Annular space work/troubleshoot efforts prior to the vessels arrival Jacksonville, Fl 06 March 2023. 3) Maintain a positive pressure in the annular space of the starboard LNG tank below 1 psi per the Marine Chemist report, dated 28 Feb 2023.
3)Conduct rounds on the starboard LNG tank every 30 min, record reading of the manual gauge to ensure the pressure does not exceed 1 psi. and % of LEL/O2 @ the following sample points: lower, upper, and top. These reading must be forwarded to USCG (JAX) daily until the tank has been confirmed safe for entree by a certified marine chemist.

The basis for type "C" independent tanks is based on pressure vessel criteria modified to include fracture mechanics and crack propagation criteria. Ships crew discovered and reported the loss of vacuum in the angular space of the starboard LNG type "C" tank and methane is currently present. Actual cause/s cannot be found/determine without properly inerting/gas freeing the starboard tank to conduct further investigations. The following action must be taken:
1) The starboard LNG type "C" tank must be inerted/gas freed during the vessels next port stay Jacksonville, Fl (27th and 28th Feb 2023).
2) Maintain a positive pressure in the angular space of the starboard LNG tank below 1 psi per the Marine Chemist report, dated 20 Feb 2023.
3)Conduct rounds on the starboard LNG tank every 30 min, record reading of the manual gauge to ensure the pressure does not exceed 1 psi. These reading must be forward to USCG (JAX) daily until the tank has been inerted/gas freed.
