2430 - While ships are operating within an emission control area (ECA), the sulfur content used on board ships shall not exceed 1%. On March 03, 2018, while in the ECA, at 1530 the vessel switched from LSMGO to HSFO. The vessel then proceeded to the port of Baltimore and did not switch back to LSMGO until 1910 on March 04, 2018. The ship utilized fuel oil that does not comply with the MARPOL Annex VI ECA sulfur limits. MARPOL Annex VI Reg. 14.4 10c

0715-Fire Detection. Testing and inspections shall be carried out based on the guidelines developed by the organization and in a manner having due regard to ensure the reliability of the fire systems and appliances. PSCO's noted tha the heat detector in the engineers workshop was badly damaged. It tested satisfactorly, however the reliability of the unit is in question.74 SOLAS(14) II-2/14.2.2.1.
