Each life float must be fitted with a lifeline, pendants,two paddles, a painter, and a light. Marine inspector found incorrect and inoperable painter line.

The shutoff at the tank must be manually operable from outside the compartment. Marine Inspector found shut off valve was not in compliance with fire retardant materials and rubber hoses as reach rod lengths.

Each disposable hydrostatic release unit must be marked with an expiration date of two years after the date on which the unit is installed. Marine Inspector found hydrostatic release expired June 2025.

The Rules concerning shapes shall be complied with by day. Vessel did not have any day shapes onboard.

All escape hatches and other emergency exits used as means of escape must be marked on both sides in clearly legible letters at least 50 millimeters (2 inches) high: “EMERGENCY EXIT, KEEP CLEAR”. Egress from berthing to pilot house was not marked properly.

Each item of survival craft equipment must be of good quality. Marine Inspector found degrading reflective tape on life floats and paddles not secured.

Each ring life buoy on a vessel must be orange in color. Marine Inspector found ring life buoy color faded.

Radiotelephone required must be carried on board. Marine Inspector found Bridge-to-Bridge Certificate expired June 2025.

The Certificate of Inspection and any SOLAS Certificates must be posted under glass or other suitable transparent material, such that all pages are visible, in a conspicuous place on the vessel where observation by passengers. Not all pages of vessel COI were posted.

A vessel must comply with the structural design requirements of one of the standards listed below for the hull material of the vessel. Observed cracked welds on the following locations. Steering room port exhaust bulkhead penetration, steering room stbd exhaust bulkhead penetration, and engine room stbd fixed ballast structure support.

The stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel. Not all pages of vessel stability were posted.

The owner, managing operator, or a qualified servicing facility must conduct the following inspections and tests: Monthly inspections required by NFPA 10 may be conducted by the owner, operator, person-in-charge, or a designated member of the crew.

A vessel must be provided with a main steering gear that is: Of adequate strength and capable of steering the vessel at all service speeds. Hydraulic lines servicing steering gear were not adequately supported.

No repairs or alterations affecting the safety of the vessel or its machinery shall be made unless applicable requirements in this chapter are met. MSU Brownsville discovered vessel out of water with ongoing work with no notification to the Coast Guard. 46CFR2.01-15 Continue to work with Coast Guard for repair of crack in doubler near propeller.

Up-to-date charts and nautical publications of large enough scale to make safe navigation possible as appropriate for the intended voyage, must be carried onboard vessels. MI found no local charts for intended voyages.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection. Vessels port exhaust pipe in the lazarette has a broken bracket. Repair prior to credit Drydock.

For each alternating current generator, a means for measuring frequency must also be provided. Vessels frequency meter is OOC.

Receptacle outlets of the type providing a grounded pole or a specific direct current polarity must be of a configuration that will not permit improper connection. MI found grounded outlet using portable ground detector in passenger area.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date; (1) charts of large enough scale to make safe navigation possible. MI found Vessel charts are not up-to-date.

Each item of lifesaving equipment carried on board a vessel but not required under this part, must be approved by the Commandant. MI found deteriorated life rings.

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Prior to the carriage of passengers the vessel shall complete a drydock 46 CFR 176.600(c)(1)

If the vessel carries more than one life float or buoyant apparatus in a group with each group secured by a single painter: The strength of the float-free link & the strength of the painter must be determined by the combined capacity of the group of life floats. Vessel had incorrect float-free link capacity. Repair to the satisfaction of the attending Marine Inspector.

If the vessel carries more than one life float in a group with each group secured by a single painter: Each life float must be individually attached to the painter by a line meeting § 180.175(f)(3) (ii), (iii), and (iv) and long enough that each life float can float without contacting any other life-float in the group. Vessel had two life floats sitting on top of each other with no spacers to prevent adhesion. Repair to the satisfaction of the attending Marine Inspector.

Equipment specifications for life floats. The equipment required for lifefloats must meet the following specifications: Light. The light must be a floating waterlight approved under approval series 161.010 or other standard specified by the Commandant. Batteries for the waterlights were all expired. Repair to the satisfaction of the attending Marine Inspector.

The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. The reach-rod attached to the fuel shutoff on the aft tank in the engine room was broken off and unable to operate the shutoff vale. Repair to the satisfaction of the attending Marine Inspector.

In systems and applications where flexible hoses are permitted to be clamped: Two clamps must be used on each end of the hose. Vessel only had one hose clamp on each side of flexible hoses for the bilge/fire pump. Repair to the satisfaction of the attending Marine Inspector.

Employers must maintain records of chemical tests as provided in 49 CFR 40.333 and must make these records available to Coast Guard officials upon request. Vessel was unable to provide current records for chemical tests. Maintain records to the satisfaction of the attending Marine Inspector.

Rails or equivalent protection must be installed near the periphery of all decks of a vessel accessible to passengers or crew. Equivalent protection which provide strength and support equivalent to fixed rails may be used. Deck rails minimum height 36". Vessels aft deck rail insert bracket was broken. Repair to the satisfaction of the attending Marine Inspector.

The means used to attach the float-free link to the vessel must: If synthetic, be of a dark color or of a type certified to be resistant to deterioration from ultraviolet light. Vessel unable to verify if line was synthetic or natural. Repair to the satisfaction of the attending Marine Inspector.

Each EPIRB must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative. Vessel was not testing on a monthly basis and logging test. Conduct and log monthly testing to the satisfaction of the attending Marine Inspector.

At each inspection for certification all observed unsafe practices and other hazardous situations must be corrected and must be in satisfactory condition. A light on the port side aft of the engine was filled with a water and oil mixture. Repair to the satisfaction of the attending Marine Inspector.

All cable and wire must:Be installed with metal supports spaced not more than 24" apart, and in such a manner as to avoid chafing and other damage. Vessel had numerous areas in the spaces where wires were not supported with metal supports and more than 24" apart. Repair to the satisfaction of the attending Marine Inspector.

Piping conveying vapor, gas, or liquid, the temperature of which exceeds 150 °F, must be suitably insulated. Vessel had missing insulation on the port engine exhaust. Repair to the satisfaction of the attending Marine Inspector.

At each inspection for certification all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and must be in satisfactory condition. The port side engine exhaust mount has a cracked weld at deck access hatch coaming. Vessel drilled holes through fractured mount and bolted together. Permanently repair to the satisfaction of the attending Marine Inspector.

The master or person in charge of a ship to which this section applies shall ensure that the ship is not operated unless a garbage management plan meeting paragraph (b) of this section is on the ship and that each person handling garbage follows the plan. Vessel did not have a garbage management plan. Develop a garbage management plan to the satisfaction of the attending Marine Inspector.

If an inlet or discharge pipe is inaccessible, the means for complying with paragraph (c) of this section must be a shut-off valve that is: Operable from the weather deck or any other accessible location above the bulkhead deck; and Labeled at the operating point for identity and direction of closing. The valve for vessel sewage discharge line is below deck and inaccessible. Repair to the satisfaction of the attending Marine Inspector.

At each inspection for certification all observed unsafe practices and other hazardous situations must be corrected and must be in satisfactory condition. The permanent fixed ballast on starboard side has broken bracket straps. Repair to the satisfaction of the attending Marine Inspector.

The name of a vessel must be marked or painted in clearly legible letters and numbers: On each life float. The number of persons capacity must be marked or painted in clearly legible letters and numbers on each life float. This number must: Be the number of persons the device is equipped for; and Not be greater than the number of persons the device is approved for as shown on its nameplate. The name of the vessel must be marked or painted in clearly legible letters on each life float paddle. Vessel did not have vessels name and capacity marked on each life float and vessels name on each life float paddle.

The vessel must have on board a valid certificate which is issued by the FCC to prove installation of radio transmitting equipment. Vessels radiotelephone certificate is expired. Obtain a current certificate for your vessel. 46 CFR 80.401

A vessel of more than 26' in length, but not more than 65', must carry a minimum of one life buoy of not less than 24" in diameter; and at least one ring life buoy must be fitted with a lifeline and must carry one floating waterlight. Vessel had two 20" diameter life buoys on board which are not allowed. The waterlight required by the regulation was attached to a 20" diameter life buoy. Remove all incorrect size life bouys and attach lifeline and waterlight to appropriate life buoy.

Each generator must have a nameplate attached to it containing the information required by Article 445 of NFPA 70, and for a generator derated in accordance with paragraph (b)(2) of this section. Nameplate on the generator was faded and not legible. Replace with legible name plate to the satisfaction of the attending Marine Inspector.

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 2 1/2 gallon buckets, with an attached lanyard. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Vessel did not have required fire buckets. Obtain fire buckets to the satisfaction of the attending Marine Inspector.

TO MAINTAIN A VALID CERTIFICATE OF INSPECTION, YOU MUST COMPLETE YOUR ANNUAL INSPECTION WITHIN THE PERIODS SPECIFIED IN § 176.500(b)(1) AND YOUR CERTIFICATE MUST BE ENDORSED. VESSEL DID NOT UNDERGO AN ANNUAL INSPECTION WITHIN THE 3 MONTHS BEFORE OR AFTER EACH ANNIVERSARY DATE. (LAST ANNIVERSARY DATE 10JAN2022) VESSEL MUST CONDUCT A INSPECTION FOR RENEWAL TO THE SATISFACTION OF THE ATTENDING COAST GUARD MARINE INSPECTOR.

Bilge suction for the bow void compartment was connected to the potable water system instead of the bilge system. Bilge suction piping is to be disconnected from the potable water system and properly connected to the bilge sysem with a proper valve arrangement.

Overcurrent protection for the 12vDC electrical system used non-approved blade type fuses. Fuses must be the cartridge type that are UL-listed.
