At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following: (h) Operational test of the means provided for pumping bilges. At the completion of the credit dry dock and internal structural exam, the bilge piping system was tested in the presence of the Marine Inspector and ABS surveyor. The aft engine room bilge suction intake was found to be inoperable. Make available for inspection by Marine Inspector or provide an ABS report. 46 CFR 176.804

Owners and operators of applicable vessels with a master key must establish a master key control system and related provisions for use of master keys, and record keeping. Vessel does not currently have a master key control system. 46 USC 3106(a)(1) CVC Policy Letter 23

Based on route, vessel must have a DSC-capable single sideband (SSB) radiotelephone. Vessel SSB/HF is not connected to position indicating device (GPS) to fulfill DSC requirement.

An interconnected detection and alarm system must be installed so that the actuation of the alarm in one area results in both audible and visual alarms in all areas required to be protected by the interconnected detection and alarm system. Vessel has two separate fire detection systems. Fire alarms were not interconnected between crew/passenger accommodations (wireless) and engineering spaces (installed fire panel). Alarms in some areas were only audible, and did not have visual alarms. 46 CFR 181.450(a)(2)

The owner or managing operator of a vessel shall ensure that the vessel complies with the laws and regulations applicable to the vessel and that the vessel otherwise satisfactory for the intended service. Vessel must have a vaild COD aboard the vessel to conduct trade. Vessel must show proof that a valid COD has been issued.

There must be guards on rotating machinery; stbd #3 main engine needs guard.

Watertight doors must be operational on both sides; fwd pass. space hatch needs adjusted, addt. wtd in machinery space needs adjusted.

Vsl requires interconnected fire detection in all routinely accessed spaces, resulting in audible + visual alarms; addt. modulars/detectors req. in crew berths + in engine room.
