All life-saving appliances and arrangements shall comply with the applicable requirements of the code. The life raft painter system shall provide a connection between the ship and the life raft and shall be so arranged as to ensure that the life raft when released and in case of an inflatable life raft inflated is not dragged under by the ship. Port and starboard life rafts had both sea-painters affixed to the ship (tied to the cradle) inhibiting their float free condition. SOLAS(14)III/34; LSA Code 4.1.6.1

Resolution: SEC HOU-GAL PSC received a class report from NKK satisfying the requirement by confirming life raft sea-painter was properly rigged in a float free condition as per manufacturer's instructions.

Instructions for on-board maintenance of life-saving appliances shall include the following for each appliance: .2 maintenance and repair instructions. The current HRU (hydrostatic release units) affixed to the life rafts have been in service for approximately 2 years with no manufacturers installation or maintenance or repair documentation on board. Resolution: SEC HOU-GAL PSC received a class report from NKK satisfying the requirement. Confirmed receipt of liferaft and HRU manufacturer's instructions received onboard from technical office.
