Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. During inspection, the valve supplying water to water cannons on deck from the water pump, was wasted and leaking water into the bilge. 46 CFR 182.100

A vessel must be provided with a main steering gear that is:(1) Of adequate strength and capable of steering the vessel at all service speeds;(2) Designed to operate at maximum astern speed without being damaged or jammed; and(3) Capable of moving the rudder from 35 degrees on one side to 30 degrees on the other side in not more than 28 seconds with the vessel moving ahead at maximum service speed. Vessel has lost steering and has not responded to Coast Guard request for information about the situation.

MI observed the two top steps of the ladder in the forward compartment in need of repair and not in satisfactory condition. 46CFR176.830(a)
