PSCO witnessed heavy leakage and pooling of hydraulic oil beneath cargo door piping, hoses & actuators. PSCO observed identical deficiency written 26SEP22 (40ac) which had not been repaired.

07126 - Oil accumulation in engine room - The purpose of this regulation is to prevent the reignition of combustible materials or flammable liquids. For this purpose the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO observed heavy collections of oil on the engine, around fuel piping, on generators, and in the fuel piping, and in the fuel purifying room. While preforming loading operations at Louis Dreyfus Company in Port Allen on 06OCT2022 The vessel's stern was put aground, the vessel's is directed to anchor at the nearest safe anchorage and have the seaworthiness verified by a class survey prior to departing the Captain of the Port Zone New Orleans.

THE CONDITION OF THE SHIP AND ITS EQUIPMENT SHALL BE MAINTAINED TO CONFORM WITH THE PROVISIONS OF THE PRESENT CONVENTION TO ENSURE THAT THE SHIP IN ALL RESPECTS WILL REMAIN FIT TO PROCEED TO SEA WITHOUT PRESENTING AN UNREASONABLE THREAT TO THE MARINE ENVIRONMENT. PSCO OBSERVED HYDRAULIC LEAKS ON CARGO HATCH ACTUATOR FOR CARGO HOLDS 3, 4, AND 5. ON HOLD 4, HYDRAULIC OIL WAS CONTAINED WITHIN THE DISCHARGE CONTAINMENT. OIL WAS FOUND OUTSIDE OF THE CONTAINMENT OF HOLDS 3 AND 5, DUE TO MISSING CONTAINMENT PLUGS. VESSELS CREW ENACTED THEIR SOPEP, REPLACED THE MISSING PLUGS, AND REPLACED THE OIL SOAKED LAGGING ON THE HYDRALIC LINES.
