Maintenance, testing and inspections shall be carried out based on the guidlines developed by the Organization and in a manner having due regard to ensuring the reliability of fire-fighting systems and appliances. Engineering crew attempted to use a lit oily rag to test the heat detector above the fuel oil purifiers. Crew has been testing sensors without the approved testing device.

0999--Cylinders used for containing hazardous ships stores that are compressed gases must always be secured and, when not in use, they must be stowed in a rack in an upright position, with the valve protection cap in place. PSCO observed 06 oxygen bottles stowed in oxygen conister room with a rack that could only house 04 cannisters. The other 02 oxygen canisters were lashed to the existing rack.
