During a Port State Control (PSC) examination conducted under the authority of 46 CFR § 2.01-13, the attending inspector identified an active, pressurized lubricating oil leak at the flanged connection of the main propulsion engine oil cooler. The leak has resulted in a significant accumulation of viscous oil and sludge on the engine block and cooling system piping.
Pursuant to 46 CFR § 90.05-1, this vessel is subject to the applicable standards of 46 CFR Subchapter F (Marine Engineering). The current material condition of the propulsion machinery fails to meet the standards for design and workmanship established in 46 CFR § 58.05-1, which requires propulsion machinery to be equivalent to American Bureau of Shipping (ABS) rules. Specifically, the failure of a pressure-side sealing element in a vital system violates the requirement for machinery to be maintained in a safe, efficient operating condition.
This condition constitutes an immediate fire hazard under 46 CFR § 92.05-1 due to the proximity of flammable oil to high-temperature exhaust surfaces. Furthermore, the uncontrolled discharge of oil into the machinery space bilges is a violation of 33 CFR § 155.770.

Pursuant to 46 CFR § 90.05-1, this cargo vessel is required to comply with the engineering standards of 46 CFR Subchapter F. Specifically, 46 CFR § 56.50-50(g) mandates that 'each individual bilge suction shall be fitted with a suitable bilge strainer having an open area of not less than three times at of the suction pipe.
The current arrangement, which lacks any form of suction protection, allows for the ingestion of solids into the piping system. This constitutes a failure to maintain a vital dewatering system in an efficient operating condition and creates a significant risk of pump failure during emergency operations due to debris ingestion.

Specifically, a significant seawater leak was observed at the housing of the independent fire pump sea suction strainer, resulting in standing water on the engine room deck.
Pursuant to 46 CFR § 90.05-1, this vessel must meet the fire protection standards of Subchapter I. The current condition violates 46 CFR § 95.10-5(a), which requires an installed firemain system appropriate for the vessel's service. A leak on the suction side of an emergency pump compromises system reliability and the vessel's primary firefighting capability.
Furthermore, under the engineering standards of Subchapter F incorporated by reference, the failure to maintain a leak-tight pressure boundary violates 46 CFR § 58.01-5, which requires all vital machinery and associated fittings to be maintained in an efficient operating condition.

The valve is mechanically stuck in a partially open position, preventing full water flow to the hose station.
Pursuant to 46 CFR § 90.05-1, this vessel is subject to the fire protection standards of Subchapter I. The current condition violates 46 CFR § 95.10-5(a), which requires an installed firemain system appropriate for the vessel's service. Testing revealed the starboard hose station could only produce roughly half the pressure of the port station ({27.5} psi vs {55} psi), rendering the station ineffective for firefighting operations. Furthermore, the valve fails to meet the serviceability requirements of 46 CFR § 58.01-5 for vital auxiliary systems.

Pursuant to 46 CFR § 90.05-1, the vessel must be maintained in a safe condition. The following conditions represent a failure to meet the general safety and maintenance standards of 46 CFR § 91.25-10:
Gaskets: The aft weathertight door leading to the crew space and the forward port hole window were found with damaged and improperly fitted gaskets, compromising the weathertight integrity of the superstructure.
Hatch Fastenings: The watertight hatch openings for Void 2 and Void 3 each have one broken threaded pin previously welded to the deck and used to secure the watertight hatch.
Per the requirements of 46 CFR § 91.25-10, the inspector must be satisfied that the hull and its closures are in a 'serviceable condition.' The current state of these gaskets and broken dogging pins prevents a uniform seal, posing an unacceptable risk of progressive flooding or water ingress during heavy weather.
