The machinery, boilers, and other pressure vessels, associated piping systems and fittings shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons on board, due regard being paid to moving parts, hot surfaces and other hazards. The design shall have regard to materials used in construction, the purpose for which the equipment is intended, the working conditions to which it will be subjected and the environmental conditions on board. Following a Captain of The Port (0579-21) order, PSCO conducted damage survey following propulsion irregularity. Observed start air compressor (model #:WP 271 L) operation and a low start air alarm (@1.79 bars) on the alarm history log in engine control room. Provide concurrence from Class Society to attest that system is operation properly. 74 SOLAS (20) II-1/26.1

The fixed fire detection and fire alarm system required in paragraph 4.1.1 shall be so designed and the detectors so positioned as to detect rapidly the onset of fire in any part of those spaces and under any normal conditions. PSCO witnessed bag secured over smoke detector located over boiler cascade tank. Chief engineer stated due to steam from cascade tank creating false alarms, crew covers detector. Request verification from the certificate issuing authority of the covering of the detector as allowable procedure.
