The function of fixed fire detection and fire alarm systems shall be periodically tested to the satisfaction of the Administration by means of equipment producing hot air at the appropriate temperature, or smoke or, aerosol particles having the appropriate range of density or particle size, or other phenomena associated with incipient fires to which the detector is designed to respond. PSCO observed crew member test flame detector with open flame lighter. Operating manual required flame detector to be tested with UV light bulb. Crew could not produce proper testing equipment.

PSCO observed failure to submit NBIC report with the time requirements outlined in regulation.

Each loading arm and each transfer pipe system, inlcuding each metallic hose, must not leak under static liquid pressure at least 1 1/2 times the maximum allowable working pressure. PSCO observed that there was no bunker line test on board. PSCO witnessed crew conduct satisfactory test on board.

A vessel owner or operator required by 33 CFR 1035.5035 to have a response plan shall conduct Qualified Individual notification exercises, which must be conducted quarterly. PSCO observed that there was no quarterly QI notification exercise. Crew conducted QI notification excercise and presented evidence of such to PSCO.
