A vessel equipped with ballast water tanks that operates in the waters of US, must maintain a ballast water management plan, that has been developed specifically for the vessel and that will allow the responsible for the plan implementation to understand and follow the vessel ballast water management strategy and comply with the requirements of the subpart.
Vessel's ballast water management plan does not include all of the necessary provisions listed in 33 cfr 151. Plan was missing section pertaining to discharge in U.S. water.

During review of the ORB, PSCO noted that two of the tanks listed in 3.1 of the IOPP Supplement did not have weekly soundings for more than 3 months and the remaining 3.1 tanks were recorded at irregular intervals.
