Operational tests and checks of all safety and limit controls, combustion controls, programming controls, and safety relief valves for thermal fluid heaters must be conducted by the owner, chief engineer, or person in charge at the inspection for certification to determine that the control components and safety devices are functioning properly and are in satisfactory operating condition. While testing the thermal fluid heater, the fuel cutoff and audible alarm were nonfunctional on multiple tests. The barge is restricted from operational use of the thermal fluid heater until a USCG marine inspector re-attends to verify satisfactory tests. 750 c

Resolution: The thermal fluid heater was serviced and the stuck alarm signal was fixed. Witnessed operational tests of thermal fluid heater to include pre/post purge, flame failure, high temp, no combustion air, low fluid flow, low fluid level, and low fuel pressure.

All tank vessels are subject to the regulations contained in Parts 50 to 63 inclusive of Subchapter F. Fluid conditoner fitting must follow the standards in ASTM F 1201. Upon inspection of the generator, observed that two (02) water seperating fuel filters were fitted with plastic bottom bowls.
