The master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operates in the waters of the United States must employ one of the methods under 33 CFR 151.2025. PSCO observed the discharge of untreated ballast water confirmed with soundings before and after event. Water originated from a different COTP zone than discharged.

Resolution: SDB confirmed vessel had a valid extension letter which allows for the discharge of untreated ballast water on coastwise transit that does not take the vessel more than 200NM from shore.

0735; In close proximity to the helideck, in addition to the requirements of 10.10, two sets of fire-fighting outfits shall be provided and stored near the means of access to that helideck. Vessel does not have additional fire fighting outfit. Fire control plan does not indicate a helideck or additional equipment. Vessel has documentation from NK authorizing helicopter landing dated 05MAR13.
