Each vessel certificated to operate on a limited coastwise route in cold water must be provided with inflatable buoyant apparatus of an aggregate capacity that will accommodate at least 67% of the total number of persons permitted on board. One of the two 100 person IBA's was damaged and no longer serviceable, repair/replace 100 person IBA to meet lifesaving equipment listed on the routes and conditions of COI. Vessel restricted to the carriage of 145 passengers and a total of 149 persons on board.

The vessel was missing one of two 100 person capacity IBA required by their certificate of inspection and persons permitted. The vessel is restricted to no more than 100 persons total including crew and passengers until the IBA can be replaced.
