The condition of the ship and its equipment shall be maintained to confrom with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Vessel experienced main engine failure while departing the port of Morehead City, NC. Main engine is inoperable.

The master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operates in the waters of the United States must employ one of the authorized ballast water management methods listed in 33 CFR 151.2025(a). Bessel's ballast water management system is inoperable. Vessel has been granted an extraordinary circumstance to employ the ballast water management method listed in 33 CFR 151.2025(a)(3) to conduct cargo operations while in the Sector New Orleans COTP zone. In accordance with 33 CFR 151.2040(b)(3), the vessel must discharge only that amount of ballast water operationally necessary to ensure the safety and stability of the vessel for cargo operations.

04114 - Where the emergency source of power is a generator, it shall be started automatically upon failure of the main source of electrical power supply. PSCO noted that the emergency generator was not set in the auto start position. Crew had conducted training on the day previous to to inspection, while moored up, and had not returned the emergency generator to auto start setting.
