At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment, including the following:(1) Inspection of each portable fire extinguisher, semi-portable fire extinguisher, and fixed gas fire extinguishing system to check for excessive corrosion and general condition. All fire extinguishers on board were corroded and unserviceable. 46 CFR 176.810(a)(1)

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. 46 CFR 180.78(a)(5)

Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel will be out of scope for annual inspection window on September 1. A vessel must be fitted with ground tackle and mooring lines necessary for the vessel to be safely anchored or moored. Vessels anchor chain was found to be corroded to unsafe operable conditions.

The frame or support of each semi-portable fire extinguisher permitted by paragraph (a) of this section must be welded or otherwise permanently attached to a bulkhead or deck. Extinguisher bracket was broken and extinguisher was tied to the bracket by a rope, for retrieval and laid in the deck of the hold.

The vessel must comply with the applicable requirements for any radio and EPIRB installation, including the requirements for a installation certificate issued by the FCC. The vessel could not provide valid FCC safety Certificate and is restricted to 1,000 feet from shore. 46CFR184.502

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Full penetration cracks in base of forward seating area on port and starboard side. Provide repair proposal meeting requirements of 46 CFR 177.410(b) following guidance found in USCG Navigation and vessel inspection circular (NVIC) 8-87 Chapter 6.

A pre-engineered fixed gas fire extinguishing system must: (3) Automatically shut down all power ventilation systems and all engines that draw intake air from within the protected space. Pre-engineered system did not shutdown propulsion plant when tested.

For fixed-gas fire extinguishing systems, the inspections and tests required by Table 176.810(b) of this section, in addition to the tests required by 46 CFR 147.60 and 147.65. The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility may be required to perform the required inspections, maintenance procedures, and hydrostatic pressure tests. Found when testing the engine shutdown and override controls; found system shut down the engines, but did not give a visual or audible alarm at the operating station.

Vessel has out of date US Coast Pilot and Light List. Obtain Current Light List and US Coast Pilot.

All lifesaving equipment must be in servicable condition. Ring life buoy is not in servicable condition, replace. 46 CFR 176.808(b)

EPIRB must be tested and logged monthly. No EPIRB tests have been recorded in the log book for 2017. Test and log EPIRB monthly. 46 CFR 185.728 (a) & (c)

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Vessel must provide a visual indicator for each automatic bilge pump at the operating station. Complete repairs to the satisfaction of the attending marine inspector. 46 CFR 182.530(c)
