The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Vessel lost propulsion and is therefore deemed unfit to proceed to sea. Vessel must remain at berth and prior to movement provide a causal-analysis report identifying the contributing factors that led to the loss of propulsion, as well as a report from the vessel’s classification society certifying that any necessary repairs have been satisfactorily completed, and the vessel is fit for its intended route and service.
